Having met the souls of 13 dead heroes in the tombs of Takofanes, I am tinkering with the idea of a 13-person SG which would be made up of "legacy heroes" who are trying to live up to the names and reputations of the 13 fallen.
The idea would be to be as open as possible when it came to concepts. If you wanted to say you were visited by the soul of Vanguard and infused with some of his power, and that's why you're the new Vanguard, then you could do that. But if you want to say that your new version of Eclipse has nothing in common but the name, you could do that too. By allowing everyone to be as creative as possible, I think we'd get a more dynamic team and more plot hooks.
All the heroes would start out at level 1 when the Blood Moon event ends. All new heroes. Every hero would have the same name as one of the dead 13; I checked, and the names can be used in the game. They're allowed. Costumes should be close enough to the original hero that we recognize the theme, but that leaves plenty of flexibility. Additional connections would be up to the player. But obviously the new heroes are going to have all the problems of traditional "Legacy" heroes like Wally West, Jack Knight, and Kyle Rayner: Are you good enough to fill those shoes.
There are 13 heroes, and the lore screens on each of them, along with pics of their zombie and "spiritual" versions, can be found on the Champions Online wiki.

Tiger, UNTIL agent transformed after being injected with a prototype Moreau manimal serum. Former leader of the Sentinels. Claws.
Shadowboxer, darkness powers and well known hero of Detroit. Survived by his brother, who was the brains of the team. Got his powers from radioactive waste. Darkness.
Radion, servant of Destroyer, given radiation powers by Gigaton. In game framework: Electricity.
Nimbus, woman with control over air and cold. In game framework: Ice.
Johnny Hercules, circus strongman who gained "the Hercules Force" and was tasked with 12 labors by his father Zeus. Failed in the last one one, which was defeating Destroyer. Might.
Goblin, alien spirit dwelling in the body of the man who discovered him. In game framework: Supernatural.
Flechette, mobster who got a heart transplant from a superhero. Munitions.
Firefight, Detroit firefighter who gained powers from a chemical fire. Fire.
Eclipse, mysterious heroine who claimed to be a living sunspot. In game framework: Darkness.
Crusher, VIPER super-soldier with increased mass and density who gained telekinesis. In game power set: Force.
Amazing Grace, had a divine vision but actually got her powers from radioactive bread and a malfunctioning toaster. In game framework: Telekinesis.
